Islam teaches us to act in a caring manner to all of God's creation. The Prophet Muhammad, who is described in the Qur’an as “a mercy to the worlds” said: “All creation is the family of God, and the person most beloved by God (is the one) who is kind and caring toward His family."

"Allah likes not mischief" Quran 2:205.
"Whoever has killed a person having a treaty with the Muslims shall not smell the fragrance of paradise , though its fragrance is found for a span of forty years." Narrated in Saheeh Al-Bukkari, # 3166, and Ibn Majah, # 2686.
"The merciful are shown mercy by the All-Merciful. Show mercy to those on earth, and God will show mercy to you." Narated in Al-Tirmizi # 1924, and Abou-Dawud # 4941
By Allah's command , prophet Muhammad peace be upon him forbade the killing of women and children and targeting civilians in wars, thus, setting the righteous and humane code of conduct even in a state of war.
The prophet of mercy ( Muhammad who was sent as a mercy to all mankind ) ordered that children and women are not to be killed ( even in a state of war , no such thing as collateral damage ...) please check Bukhari ( 2792 ) and Muslim ( 3280 )
In the light of the teachings of the Qur’an and Sunnah we clearly and strongly state:
1. All acts of terrorism targeting civilians are haram (forbidden) in Islam.
2. It is haram ( strictly forbidden ) for a Muslim to cooperate with any individual or group that is involved in any act of terrorism or violence.
3. It is the civic and religious duty of Muslims to cooperate with law enforcement authorities to protect the lives of all civilians.
The “Not in the Name of Islam” petition states: “We, the undersigned Muslims, wish to state clearly that those who commit acts of terror, murder and cruelty in the name of Islam are not only destroying innocent lives, but are also betraying the values of the faith they claim to represent. No injustice done to Muslims can ever justify the massacre of innocent people, and no act of terror will ever serve the cause of Islam. We repudiate and dissociate ourselves from any Muslim group or individual who commits such brutal and un-Islamic acts. We refuse to allow our faith to be held hostage by the criminal actions of tiny minority acting outside the teachings of both the Quran and the Prophet Muhammad, peace be upon him.
“As it states in the Quran: ‘Oh you who believe, stand up firmly for justice, as witnesses to God, even if it be against yourselves, or your parents, or your kin, and whether it be against rich or poor; for God can best protect both. Do not follow any passion, lest you not be just. And if you distort or decline to do justice, verily God is well-acquainted with all that you do.’” (Quran 4:135)
